The clause is the specification for Derailment Load for Design RL loading at ULS which can be applied anywhere on the deck.

Do note that
I “borrowed” the vehicle definition from the Eurocode to facilitate the derail
load specification. If you can find a more convenient substitute, then all the
better.

can be created to investigate as many positions as possible.
